minors. Also, there is the ever-present danger that minors could be lured by pedophiles into revealing personal information that could make them easy prey for such perverted sexual predators. Morally
and ethically, adults should protect the nations minors from such dangers, but the question remains as to how to do this without infringing on the rights of adults. An examination
of where the law stands on these issues demonstrates the complexity of these issues. Over the past several years, Congress has passed a variety of measures all designed to
protect children who use the Internet, which has produced a new collection of alphabet-soup acronyms, COPPA (The Childrens Online Privacy Protection Act); COPA (Childrens Online Protection Act); and CIPA (Childrens
Internet Protection Act). Some of these laws have been challenged because it is felt by some organizations (such as the American Civil Liberties Union) that they overreach their goals
and violate the First Amendment rights of adults (LLA, 2002). COPPA was enacted in 1998 and prohibits website operators from collecting and using information from children under the age
of 13 for commercial purposes (Dembreck, 2002). Under this legislation, any sites that do collect personal information must provide a prominent notice of such collection as well as how the
information collected is utilized (LLA, 2002). Also enacted in 1998, COPA is designed to protect children from sexually explicit material on the Internet. COPA prohibits the dissemination of material
that may be "harmful to minors" for commercial purposes (LLA, 2002). COPA is not the first time that the goal of protecting children on the Internet from sexually explicit material
