the potential negative impact of military intervention in situations which are already volatile. However, if one takes the viewpoint that such intervention is the optimum solution to such situations, it
is certainly possible to support such a claim from the existing evidence, provided one also considers all the factors which pertain to this type of military action in other countries.
The extent to which military intervention can be considered as valid
calls into question the concept of individual sovereignty: one cannot argue that to permit military invasion of one state by another, for whatever reason, is an action which is contrary
to that states preservation of its autonomy. On the other hand, it could be argued that whilst the sovereignty of individual nations should be respected, this should not take precedence
over the prevention of genocide: it could be asserted that a state which sanctions the genocide of a group of its inhabitants has relinquished its right to be regarded as
sovereign, and that such autonomy can only be restored once the aggression within its borders has been halted.
Human rights, therefore, could be seen as taking priority over national rights, and the domestic affairs of individual nations being subject to international
intervention where it is necessary to protect such rights. Rieff (2002) notes that, in theory, intervention should be set aside from the political issues which underlie a particular conflict, and
