This paper compares the military strategy employed by three great historical characters. Concentrating primarily on the strategies of Romes Julius Caesar and Claudius, the
author emphasizes the role infrastructural development played in wartime strategy. Both Caesar and Claudius recognized the importance of infrastructure to Romes expansion. Caesar, perhaps more so than Claudius,
also recognized its importance to Roman welfare in general. Moving to the twentieth century and the end of World War II the author then briefly discusses how infrastructure was
