pay and what an E-1 (the lowest enlisted rank) makes in all branches of the service. Discussion Military pay rates and benefits are set by Congress in two separate pieces
of annual legislation, the Defense Appropriations Act and the Defense Authorization Act (Powers, 2005). The first tells the military establishment how much money it will receive for the coming year;
the second "basically tells the military how to spend the money granted by the other act" (Powers, 2005). In 2005, these two bills made up "19.9 percent of the total
fiscal 2005 federal budget and 3.6 percent of the gross domestic product"; these figures changed from 2004, when "the percentages were 20.2 percent and 3.8 percent, respectively" (Powers, 2005).
Among the pay and benefits Congress allocates to the military are basic pay; the housing allowance for those living off-base; combat pay; flight pay; hazardous duty pay; a "foreign separation
allowance"; and a "foreign language bonus" for those service personnel who maintain proficiency in a "foreign language that the service deems critical" (Powers, 2005). There is also money available for
reenlistment bonuses, overseas moves, and "firefighter danger pay" for those personnel who regularly serve on firefighting crews (Powers, 2005). Thus, the basic pay is set by Congress yearly; it usually
(but not always) allocates a small increase to offset the cost of living. Looking at pay charts for 2007 is the only way to find out what individuals make
in each of the branches and that reveals that everyone is paid the same, which makes sense, or one branch would be getting all the enlistees. According to the charts,
