norms of the civilian population, mission effectiveness can be greatly enhanced. Located between Bulgaria, Yugoslavia, Hungary, Ukraine and Moldov in Southeastern Europe on
the shores of the Black Sea, Romania is a Balkan country with relatively small holdings. The US Department of Defense describes the countrys land holdings as approximating the size
of the state of Oregon. Never-the-less, the country is home to considerable ethnic diversity. While Romanians comprise just over 89 percent of the population, there are Hungarians (6.6
percent) and Germans (0.3 percent) (Pettersen and Baker, 2010). The additional population is comprised of Ukrainians, Servs, Croatians, Russians, and Turks (a people also known as Gypsies or Romas)
(Pettersen and Baker, 2010). The Roma, of course, are a traditionally nomadic peoples and the Romanian government encounters significant difficulties getting a good census on them (Pettersen and Baker,
