a serious problem. In order to assess what should be done, different techniques from authorities on the subject should be studied and discussed. According
to Skiba and Peterson (1999), middle schools, as well as other schools across the nation, have established the technique of zero tolerance in order to deal with discipline problems.
The 1997-98 school year brought a great deal of school violence (372). Because of this, a large number of schools have established "zero tolerance discipline policies," although not a
great deal of research has been done on whether this type of technique is effective (372). There are alternatives to harsh punishment. These include identifying troubled children early
on, taking actions that will prevent violence, and responding to the childs disorderly behavior in a manner that is consistent in its approach, and that deals with the child as
an individual (Skiba & Peterson, 1999). What exactly is zero-tolerance and how does this term apply to middle school discipline? This type of punishment,
refers to "policies that punish all offenses severely, no matter how minor" and it "grew out of state and federal drug enforcement policies in the 1980s... By 1993 zero tolerance
policies were being adopted by school boards across the country, often broadened to include not only drugs and weapons but also tobacco-related offenses and school disruption..." (372).
