insurance providers, little or no progress has been made toward any meaningful reform. Health care costs have spiraled since the early 1980s along with changing demographics in the work
force and society, making it difficult for many people to maintain adequate insurance, especially those of the middle and lower class. I. Changes in Economy Over the last fifteen years, substantial
changes have occurred in the work force and work practices of Americas employers affecting the middle class. Up through the late 1970s, factory jobs in manufacturing facilities were plentiful,
and anyone who wanted to work could obtain a position with an employer that paid a wage sufficient to support a family in a middle-class lifestyle as well as gain
fringe benefits such as health-insurance coverage, which was often fully paid by the employer. Frequently, women did not work outside the home until the youngest child was of school
age, and then, only part-time to earn extra money. If a person wanted a job or found him or herself needing a job, the local newspapers on any given
day carried several pages of help-wanted advertisements for such jobs. It was not uncommon in these times for a person to leave a job one day and begin working
at a job the following week at comparable or increased wages and better fringe benefits. Many of these facilities were covered by union collective bargaining agreements which provided for
increases in wages and benefits on a periodic basis to their members. Many of these jobs required few or no skills, and a prospective applicant who did not have
a high-school diploma or general equivalency diploma had a very good chance of getting a position which paid a level of income sufficient to ensure a comfortable middle-class lifestyle.
