site, including 15% of which will be offered at below market rent. The developers will want the project to go ahead with the aim of creating a development that will
realise commercial goals; the dominant motivation is likely to be the generation of revenue and crayon of a profit, as this is the primary aim of most commercial organization. However,
the development may also provide other benefits, including enhancing the reputation of the firm and increasing their reputation. The potential suppliers to the development may also be seen as
market stakeholders, they will be selling the building materials and relevant services, including subcontracted building work and services, and as such supporting their own businesses and providing employment. The supplier
of other land may also be seen as a market stakeholder, however, unless there were caveats, or the sale has not completed they may have little direct interest in the
remaining part of the project. Another market stakeholders group would be the potential purchasers or renters, as they would be undertaking a financial transaction with the firm undertaking
the development. The residents seeking property in the area may support the development. The potential renters for the low cost housing will also be supportive of the project as the
will have a direct benefit from below market rents. Anaheim is an area where the rents are very high and with Disney being a major employer in the area many
