teachers often take out of their own meager pockets to bring needed materials into our schools. And we wonder why many children are not receiving an adequate education! Teachers are
not volunteers. They are not a force in our country that we can afford to ignore, nor can we afford to dismiss. The entire education system needs more funding. Teachers
need increased pay, and the schools need enough money so that teachers do not have to spend money out of their pockets for simple classroom materials. In the following paper
we examine how the country may be able to find a way to meet the financial needs of teachers and of the institution of education. The paper focuses on the
role that the lottery and government are supposed to play in providing adequate, or more than adequate, revenue. Teachers and Finance As mentioned, teachers and the institution of
education seem to be getting less and less money, rather than more as inflation and needs increase. Many look to the lottery as a hope. In fact, most people in
most states that have voted to accept a state lottery, have done so because they felt that the schools and teachers would be getting more financial help. Because economic situations
for schools and teachers seem to be getting worse the people have a tendency to blame the lottery for going back on its original plan, or for misuse of funds.
However, the truth is not that the lottery is misusing funds, or putting funds in places other than where they claimed them would put them. The truth is that
many states have taken money allocated for education and put it elsewhere since they count on the lottery money for the schools. The money from the lottery was intended to
