to question the ideology behind that philosophy. It is argued that the government should provide its elderly with everything possible, that they worked hard in American society, that they deserve
the best of care, and that certainly they should not have to decide between eating and taking prescription medication. In fact, this dismal picture is painted, taking responsibly from seniors,
for their future, and putting it on the backs of the politicians and the society that feeds them. Although they may have planned poorly, relied on Social Security and could
not predict the inflation that occurred over thirty years time, does not mean that there should be a bail out program for them. Of course, that does not mean that
society should allow people to die or become ill simply because they do not have funds for prescription medications. The question that looms large is, should Medicare cover prescription drugs
for seniors? Should government intervene or not? If the health care industry was performing properly one could argue that the private sector would take care of things, but health insurance
is notoriously a losing proposition. Insurance companies have health care niches to serve clients, not to make fortunes. They do not seem to be able to liberalize their policies, something
that has made life difficult for many people, and not just seniors or the disabled. However, since the Great Depression, the United States has helped its most vulnerable populations access
health care. With the desperate economic situation, and more Democratic influence in Congress, Roosevelt was able to implement a series of measures to affect the banking system, stock market,
and help the unemployed; efforts were also made to induce industrial and agricultural recovery ("New Deal," 1991). This took place during the entire course of his administration. Many familiar acronyms
