Medicare Part D is a recent addition to the Medicare program. Designed to provide prescription drug coverage the plan
seems, on first appearance at least, to be the answer to a very real need. The provisions of Medicare Part D are indeed of benefit to a significant number
of Americans. For others, however, signing up for this plan could actually result in more out-of-pocket expenses at the cash register. Americans must carefully consider all of their
options when deciding whether to enroll in Medicare D. Prescription drug costs sometimes represent a significant percentage of the elderlys monthly income.
Indeed, the costs of prescription drugs has sky rocketed in recent years. Many of our nations elderly have no insurance provisions to pay for these drugs. An estimated
twenty-seven percent of Medicare beneficiaries did not have drug coverage in 1998 alone (Tilly and Wiener, 2003). Because they did not qualify for Medicaid (that portion of our health
care program which is designed to care for the most financially destitute of our population) but at the same time have an income which is far from adequate, they sometimes
have to literally make the decision whether to eat or buy the drugs which have been prescribed for them. Medicare D, in theory, is supposed to be an answer
to these problems. There is considerable controversy surrounding the program, however. Daily Cos (2006) describes the legislation authorizing the program as being corrupt and "passed under the cover of
darkness in the dead of night". The site contends there was no public oversight and that the press was barred from the congressional proceedings (Daily Cos, 2006).
