state, it is the perceived needs of the population which give rise to the formulation of social policies, such as health care, social welfare and education systems, which can address
these needs. Usually, these issues are centred on the health and well-being of the population, the fair distribution of resources, and the implementation of social justice. The definitions of both
social welfare and social policies can be broad, but health care is always considered as an essential element of the general well-being of the population: Medicare is a system which
seeks to remedy inequalities in health care provision, and to ensure that a decent standard of such care is available to all, regardless of their income level or social status.
Clearly, such a policy is driven by the perception that such needs exist, and they can be identified in a
number of ways. Research into the health and well-being of different demographic groups, for instance, can pinpoint those areas where health care is inadequate: this might include low-income groups, rural
communities, migrants and refugees, women, and so on. Such research needs to take into account the complexities of socio-economic and cultural dynamics, however. It is not always the case that
the poorest communities, in terms of income level, have the lowest standard of health: a group which practises low-risk behaviours may show better health, overall, than a more affluent one
whose behaviours are high-risk. Similarly, if one is considering uptake of state health care provision, one has to bear in mind that some cultural groups who use traditional or community
healers may be represented disproportionately in studies; the lack of uptake does not necessarily indicate a lack of need. Health Needs
