requirements and so on. The health worker also has to balance the patients interests against her own, and those of the institution concerned, as well as taking into account the
relevant professional and legal structures. Whilst the health worker has a duty of care to the patient, this does not negate other duties and responsibilities, and what might appear at
first to be the "best" ethical decision in the short-term may not in fact be the best long-term outcome. In addition, pragmatic considerations have to be taken into account, in
terms of available resources, and the limitations of the particular system within which the health worker is operating. The National Rural Bioethics Project (2004), for example, sets out a number
of exemplary scenarios in which the specific socio-cultural parameters of small rural communities pose different ethical dilemmas for the practitioner than those which are likely to be found in larger,
urban environments. The Royal College of General Practitioners (2004) points out that even if individual practitioners take measures to preserve patient confidentiality themselves, the way that information is stored and
disseminated across electronic media can make it comparatively easy for unauthorised personnel to access such data. Health care workers in various fields, therefore, will have a code of practice which
delineates the ethical issues relevant to their particular discipline, which sets out ways in which good practice can be maintained. The Society of Radiographers Code of Practice (2004), for
example, attempts to set out a realistic and comprehensive framework within which good practice can be structured and developed. However, the detailed explanatory notes which accompany the basic statements acknowledge
