the Medicaid program make it possible for individuals and families who qualify for Medicaid assistance, but have either income or assets that would make them ineligible, to still receive aid.
However, having a spend-down does not necessarily mean that receiving Medicaid is assured, as, first, the individual (or family) has to show the Department of Public Aid that the spend-down
amount has been reached (PSLS). If income is extremely low, a spend-down is not required and Medicaid assistance is automatically awarded every month; however, during the months where income is
increased, the applicant must show that the spend-down requirement has been met. In other words, the "spend down" amount is based on the medical bills that are incurred and a
required figure must be met (along with a contribution by the individual) before the remaining medical expenses of the individual will be met by Medicaid. This Medicaid provision is controversial
because meeting spend-down amounts place an added burden on low-income individuals and families. This policy constitutes an added, bureaucratic obstacle between low income individuals/families and needed care. 6. If you
