What is astounding is that one out of every four children is covered by Medicaid (Rowland, 2005). These families have no health care insurance and they cannot afford to purchase
it. Under the law, certain groups must be covered. These include: Low-income families with children who would also be receiving Temporary Aid to Needy Families, infants who are born
to eligible mothers, persons who are receiving Supplemental Security Income and young "children under the age of 6 and pregnant women whose family income is at or below 133% of
the Federal poverty level" (Centers for Medicare & Medicaid Services, Mandatory, 2005). There are also a number of identified optional groups states may cover or not cover (Centers for
Medicare & Medicaid Services, Optional, 2005). They are much like the mandatory groups but the criteria are more liberal (Centers for Medicare & Medicaid Services, Optional, 2005). For examples, a
state may cover infants under the age of one but whose income is 185 percent of the poverty line or disabled persons, such as the blind whose income falls above
the mandatory group (Centers for Medicare & Medicaid Services, Optional, 2005). States might also cover women who have been diagnosed as having breast or cervical cancer, who have low incomes
