to best meet the public interests, for example the usual market forces that are used to determine supply and demand may result in market failure in some areas where there
is not a perceived commercial need. One example of this is the defence services where the demand may only be realised when it is to late to create the supply,
therefore government needs to manage this in a proactive manner so that the supply of defensive forcers are available if they are ever needed without the need to resort to
the supply and demand models seen in many other areas. The public management of service where there is not sufficient direct demand such as social provision may also require funding
from central sources for the services to be viable. In other instances the concerns may be control over the way the services or goods are provided. The models may also
depend on the political model and the style of the economy. However whatever political and economic models are utilised publicly run organisation are funded with the public purse at some
point. Even where they are self funding the government will still have a potential liability in case of the funding running short. This creates the need for accountability in the
way the funds are used (Barker, 1999). It has been argued by many that the most appropriate approach to the running of a publicly owned company is the use of
economic measures with the applications of commercial pressures even if they are simulated. The idea is that where public money is used and/or crated the government and the organisation has
