the aim of the use. In this case there is a desire to create a report that assesses structural reforms; the measures need to be considered in the way that
they will reflect the success the program. There may be different approaches that are applicable. The experimental approach may be beneficial; there have been many programs that have been
used to increase the living standards in developing countries. In the experimental approach there is the use of generalizations from research that can be applied in order to help predict
results, this allows a scientific method to be applied, and then use the results to assess the potential outcomes. The role of the evaluator in this approach is to act
as an objective third party in order to produce a solid result that can be justified and defended. However with the aim of being independent there is also the attempt
by the evaluator to ensure that they are not influenced by the beliefs of the participants in the program in the way it is assessed.
It should be noted that if we use this there are some potential weaknesses, the need for so there is the potential for there to be differences
in the conditions in Sierra Leone compared to other areas where suitable measures may be identified as either suitable or unsuitable and transferred. Therefore, this may be an over simplified
approach, although in a report to support a development program this may be beneficial depending on the audience as well as depending on the strength of the measures. Other measures
