nearing its end. Vice President George Bush was the likely choice to succeed the man he served for eight years, but as the campaign season began, pundits did not
regard him as "having a lock on the nomination" (Elliot 109). Although Reagan had enjoyed enormous popularity during his two terms in office, recent events such as the Iran-Contra
arms for hostages scandal in November 1986 dimmed some of The Great Communicators luster (Elliott 109). As a member of the Reagan Administration, Bush carried this baggage into the
primaries, but emerged victorious in the November election because of public concerns about the economy and reducing the budget deficit that had ballooned under his predecessor. However, it would
be global politics and not domestic affairs that would dominate the new Presidents agenda. The failure of the United States to remove tyrannical Panamanian dictator General Manuel Noriega from
power was regarded as Bushs "Achilles heel" during the 1988 election campaign (Elliott 117). The new President would soon have a chance to prove himself in the international arena
and redeem American prestige in May 1989 by taking bold steps toward the ousting of General Noriega. President Bush had every reason to believe that the U.S. foreign policy of
containment could be applied effectively in Central America because it was obviously working well in dismantling communism in the Soviet Union. In a commencement address President Bush delivered at
Texas A & M University on May 12, 1989, he boldly declared, "Containment worked" (Bush). If containment could triumph over communism and socialism, it could certainly succeed in removing
an authoritarian regime, Bush reasoned, even though the United States had fallen short of removing Cubas Fidel Castro from power on numerous occasions. But Castro had always received support
