For decades, the view of the public sector is that those who work in it are "public servants" and agencies should operate as effectively as possible. Fiscal efficiency typically has not been an overriding factor in the decisions made regarding the nature and scope of public service. The notion of public service, public goods and operation of each has its base in the philosophy of Adam Smith. In his Wealth of Nations, Smith maintained that it was the responsibility of government to provide, operate and maintain those goods and services for which private investors could not easily regain their investments. The purpose here is to assess the idea that marketing communications have no place in the public sector; how marketing communications differ between service and manufacturing businesses; and the value of market research in developing marketing communications. The Public Sector One purpose of this effort is to evaluate the meaning of the statement, "The conflict between the culture of community service and the perceived role of marketing is one which has a considerable influence on the development of marketing in the public service" (Chapman and Cowdell, 1988; p. ___). As stated above, public service is a function that in most areas is just "there," existing to serve the people who have given the government permission to govern them, as Plato stated in his Republic. Though many of the individuals who constitute "the governed" seem to prefer to complain about their various governments and the inconsistencies within them, Platos observation nonetheless is valid even today.
