The driving force behind the US has been cost cutting. Here we can argue the approach of China has been with a longer term strategy. Total quality programmes look at
the entire production process (Mintzberg et al, 1998). Improving the quality means that there are likely to be less returns and planning is also easier leading to more secure manufacturing
scheduling increasing the level of on time deliveries. As noted within the article supplied the top quartile of Chinese companies had a 100% on time rate. By focusing on
the quality of the operation, which also includes a larger percentage of sales being reinvested in technology, the outcome is likely to be more efficient systems with less waste (Mintzberg
et al, 1998). In China this was at a level of 5% compared with only 1.5% in the US. If we look at the way technology is used to control
protection in China the country is ahead of the US in most areas, with a greater level of ERP, CRM, manufacturing execution services, asset management systems and transport management systems,
all at a significantly higher level than the US. This may be the source of their ability to increase quality of the operation as a whole. The only area where
