and disappear. It is a serious issue. It is also an issue which involves constitutional rights, according to many. Do we have the right to force testing upon high school
athletes? And if we do can we then transfer that right on to all other high school students no matter their extracurricular activities? It seems a very difficult issue
which, on one hand involves the seriousness of drugs, and on the other hand involves issues regarding an individuals essential rights. We want to protect our youth and it appears
as though much of the drug prevention programs that have been in effect for some years, are resulting in little change in the amount of young people experimenting with drugs.
Something must be done, and while it may appear as though we are infringing upon the essential rights of children, we must remember that they are just that; children. And
in light of this fact we must take responsibility and make sure that they are safe. If that means mandatory drug testing to protect them, and others around them, then
that is as it should be. I. The Problem The problem of drug usage, and more importantly steroid usage, among high school athletes, has come to public
attention again in recently in light of a report which was released by the inspector general of the Department of Health and Human Services. This report claims that some 262
000 adolescents are currently using, or have used, steroids. The report also estimates that anywhere from 5% to 11% of teenaged boys, and 0.5% to 2.5% of girls in grades
7 through 12 are involved in such steroid use (Cowart 1641). Despite the many efforts of the educational industry, many adolescents today do not appear to be overly
