choice is sacrificed, it is sacrificed in the interest of the majority. Others, however, detest such justifications and view mandatory civil and community service as a reflection of an
overzealous government. There are multitudes of examples of mandatory community and civil service from around the world. Practically every type of government
known to exist has required mandatory service at one time or another in its history. The manner in which governments have attempted to regulate the lives of their citizens
has varied both over time and over geography. While we typically think of governmental regulation as a strictly western phenomenon occurring only in our close definition of technologically advanced
regions, governmental regulation is a common element across the world and occurs at practically every level of technological development. There are, in fact, many similarities between the requirement for
mandatory civil service in even the most removed regions of the world. Mandatory civil service can result in many positives.
One can demonstrate this fact with an examination of many cultures. One of the more interesting is the indigenous peoples of Central America! Before the beginning of
the sixteenth century, in fact, the Incan kingdom would be larger than any ever built in South America. The reason? Mandatory civil service. Like any large-scale culture,
