the principal at a public elementary school in a district that is overwhelmingly white and middle-class that also contains a number of professionals families and scientists employed by a nearby research center. Mr. Russell was born and raised in this city, leaving only temporarily for active duty in Vietnam. Now approaching retirement age, Mr. Russell holds a Masters degree in education from the local land-grant university; his wife has taught in a local high school from the time she graduated from college. Somewhat disillusioned with the local system, Mr. Russell maintains close relationships will all of the 35 teachers and staff members at the school. On Management Mr. Russell prides himself in being a "hands on" manager who also knows where to draw the line and give those reporting to him free reign to experiment. He also selects those areas in which he chooses to be involved. Mr. Russell refers to the individual responsible for financial records and reporting as being "rabid" about her job. He uses her attitude and dedication as an indication that because she is "rabid" about it, then he does not have to be. Instead, he can review the records once a month and devote the larger portion of his time to visiting classrooms, dealing with parents or conducting individual educational plan meetings for the several special needs children in his school. The trust he holds for this person is based on a long history with her and her work. Mr. Russell holds formal staff meetings once a month, but he has daily contact with most of the teachers and staff at the school. He also mentally tracks those he has not spoken ...
