cheapest and most convenient forms of technology available to them (Butler 2005). Chandler and co-authors (2002) also write that if all things were equal, it would be developed countries that
would make most of the sacrifices relative to climate change since they have been polluting the environment for 100 years. beyond the equity issue is the fact that growth will
slow down in developing countries if they drastically change the way they are growing (Chandler et al. 2002). Even so, developing countries must consider the future and the possibility of
extreme climate changes that the world is experiencing today. It is a dilemma. It is even worse because developing countries are the most vulnerable for total devastation because they do
not have the resources to defend themselves against rising sea waters, the ever-more severe tropical storms, droughts, food insecurity, the threat of tropical diseases (Pouliot 2009; SciDev.Net, 2009; Butler 2005).
A report from the United Nations stated that global warming has increased the frequency and severity of extreme weather conditions, such as cyclones, typhoons, hurricanes, droughts, floods and very
heavy rain (UNFCCC 2007). When sea water gets warmer, the oceans can expand and affect coastal areas (UNFCCC 2007). This report identifies specific regions that are most affected by climate
change: Asia, Latin America, Africa and small island states, most of which have already been affected (UNFCCC 2007). It is important for these regions and countries to adapt to the
