enables them to learn as a collective, then the firm has a greater potential respond to events, including crises in an organic manner. This can be achieved where the ability
to adapt and change is part of the culture. Culture is a facilitating tool, which may be defined as the values and norms of an organization, including the way
that different issues are dealt with. One may argue that if there is an adaptive process taking place, there is the need for managers at different levels to respond
using their knowledge and skills, in line with the organizational goals. While it is possible to lay down instructions and specific procedures for some types of crisis, the organization is
likely to face many that can not be catered for with the specific instructions. Furthermore, where instructions are provided, they are unlikely have sufficient deal with all eventualities (Paraskevas, 2006).
This means that there is a need for discretion on the part of the managers dealing with the crisis. It is here that Paraskevas,(2006) argument that if an organization is
a living system, it will create the conditions that will enable different problems to be solved, where managers have the skills needed to respond rapidly to many different problems, including
crisis. However, while many organizations may be living system, the processes that are present may control and limit the ability to respond, in which case the process is not
