Organizations applying for this Award are judged on second different areas: "leadership; strategic planning; customer and market focus; measurement, analysis, and knowledge management; human resource focus; process management; and results" (NIST, 2008). These areas of organizational operations and the concept for the Award are based on Demings Total Quality Management practices. Obviously, it is not an easy Award to achieve. The University of Wisconsin-Stout wanted to improve enough to be considered for the Malcolm Baldrige National Award. Charles Sorenson, who was Chancellor of the University introduced this idea to others. Where the University is in terms of each of the seven areas are reflected in the following comments. * Leadership. This is about how senior officials, e.g., executives, university chancellors, guide the organization towards fulfilling its responsibilities (NIST, 2008). The university had always known the importance of having an excellent leadership system but before deciding to institute the Baldrige Award criteria, they were at a loss in terms of which leadership model to practice. At this time, they are implementing the criteria for educational systems to redefine their own leadership practices. The work surrounding the Baldrige Award has led them to identify transformational approach to leadership as being the best. * Strategic planning. This area examines how the organization sets strategic directions and how it determines its action plans (NIST, 2008). The university has established a team to develop short-term goals but those goals have implications for the long-term. The primary team will gather input from all stakeholders through interviews and surveys.
