The pressure that these groups exert has the potential to sway evaluations in one direction or another. Responsible program management, however, must guard against this possibility. As program
managers we must focus on program improvement and this necessitates a straight forward, objective, evaluation process. Fortunately, various assessment instruments can be employed that will assure that the data
we collect is not skewed in one direction or another. One of the most important considerations in effecting unbiased program evaluation is that
accountability and objectivity be insured. If a program is being evaluated by those with a vested interest in the outcome of that program then this can sometimes be difficult
to accomplish. Retaining external evaluators is an excellent way to assure objectivity. Contracting out the evaluation is idea because the use of short-term personnel significantly limits the interaction
between the short-term evaluators and permanent staff. This one action thus greatly reduces the possibility of biases evolving among those charged with evaluating the program.
While it is better to leave program evaluation in the hands of outsiders that are not affected by the outcome of the evaluation, it is possible to
produce data that is no just verifiable but also credible. The most important aspect of unbiased program evaluation is that the right aspects of the program be evaluated in
