This has been, in part, motivated by the desire for the harmonization of food regulation in the South Asian Association for Regional Co-operation countries (SAARC countries), a move which stared in 1998 (WHO, 2004). The approach adopted with food regulation in general in Sri Lanka is now one based on the scientific risk based approach, and as a result of the changed the long standing Food Act No. 26 of 1980 was reviewed with amendments being made and new regulations being introduced. There ahs been the building of the national food control system, this does not only relate to restaurants, but all aspects of food, including the production, manufacture and sale. In the restaurant ands catering industry there has been a major change. The previous environment was one where catering establishments were meant to be controlled by regulations, but they were only ad hoc attempts at compliance and when inspections took place and failures of compliance were found it was very hard to gain compliance from the establishments. This was a problem, particularly for the small and medium establishments. It should be noted that this is a culture that can still be seen in some of the longer established restaurants. This scenario has been changed, with the main problem being identified as the lack of any requirements needed before the restaurant set up. The change has seen the drafting and passing of the Food (Hygiene) Regulations, under this regulation there are specific food safety requirements specific, and the establishment not only needs to safety these prior to opening, they also need to gain approval/registration before that open (WHO, 2004).
