While this probably would have worked in theory, the problem occurred when the end user, who was required to work on such systems, balked at doing so because they were
complicated, not user-friendly and difficult to master. As a result, companies in organizations found themselves spending a great deal of money on information systems that end users simply did
not want to use because they didnt understand them. In response, a great deal of literature has been created about the importance
of linking information systems to the people who will be ultimately using them. One study in fact, focused on what they considered a good model of MIS or information center,
as it was called (Essex et al, 1998). After gathering data from 151 users from three organizations, it was determined that successful MIS would help promote user self-sufficiency through a
high quality of user-develop applications (Essex et al, 1998). Other determinants that the respondents stressed included accuracy, timeliness, precision, ease of use and format (Essex et al, 1998; see also
Bergeron et al, 1990). Without these, the study hinted that the end users would likely not want to become involved in management information systems (Essex et al, 1998).
Such a thing only makes sense -- most people are creatures of habit, and they dont necessarily want to take on new projects that
are going to be complicated or that make them appear stupid. The problem with much of MIS however, is that it can
