The problem is the act didnt take into account that drug costs would rise, courtesy of Big Pharma. It also didnt take into account the fact that
those harmed by the act were those who truly needed the prescriptions for treatment. The out-of-pocket expenses were not easy to absorb, and solutions proposed (finding another plan) not feasible.
Though Congress tried to push through bills allowing the HHS secretary to negotiate with drug companies, nothing much has happened on this
front. Something needs to be done to curb the rising costs of drugs. In the meantime, some of the recommendations made on
this plan involve getting rid of the out of pocket expenses and eliminating the donut hole, as there is no proof, at this time, that the plan is really saving
the government any money. The critics of the plan said that there were no cost containments, and that also needs to be considered. Background
