enthusiastic and eager, she is also inexperienced. The problem she faces is that a reporter is on the phone, wanting to talk with her about a murder committed by a
16-year-old mentally retarded boy. The boy, after years of incest and abuse, murdered his stepfather with an axe. Casey is the designated officer in charge and is in agreement with
the probation officer on the case, who suggested community-based treatment for the boy (who was prosecuted as an adult). The problem is that Collier County has been recently lambasted by
the press for being too soft on crime. The Collier Countys head wants absolutely no more bad publicity. Problem is, there is no formal media relations policy for dealing with
this. The reporter calling Casey, however, is an anti-crime crusader, who already is familiar with the so-called "kiddie killer," and knows the
boy will be sentenced the next day. Casey is the only one in charge, as her supervisors have left. The question we
try to ask here is, what should Casey do? Should an immediate policy be drafted for this situation? The answer to the latter question is no. It never makes sense
to draft a policy right when a crisis situation is happening. Taking the knee-jerk approach will ensure that the situation will lead to failure, and more bad publicity.
But Casey needs to do something. What she needs to do immediately, is tell the reporter that she has to see how much
she can actually say, promise to get back to him, then hang up. Then she must keep to the promise about getting back to him within his deadline. She should
