healthy populations. The theory behind "managing" health care was that a health population would maybe use the services of a managed care physician infrequently, thus helping to cut costs. The
main thrust of managed care was to keep populations healthy, while trying to prevent diseases (Donegan Shoaf, 1999). Managed care, also by its nature, was due to control costs by
spreading risk. It is assumed that healthy populations have limited diseases, and by understanding what diseases this population would get, appropriate costs to treat these diseases could be offered.
The most popular type of managed care has been Health Maintenance Organizations, or HMOs, that have primary care physicians whose main purpose is
to see that the patients stay healthy (thereby cutting health costs further on down the line). But in the past HMOs have gotten the reputation of being rigid and inflexible
when it comes to various dilemmas, and has received negative press because of that. What has happened, however, is that managed care
programs more and more are beginning to move into less traditional markets, mainly because of demand and public outcry (Donegan Shoaf, 1999). One such market involves those with disabilities, who
have different health care needs than their non-disabled counterparts (Donegan Shoaf, 1999). Medi-Cal is one such health care program with managed care
components that is working toward expanding its membership to include people with disabilities. With help from current literature about this topic, this paper will attempt to offer some suggestions as
