of understanding the necessity of astute financial management and its likely role in future organizational development. Waste Reduction One of the hallmark points
of Total Quality Management (TQM) is that as quality increases, costs decrease as a result of less rework and less waste of available resources and required inputs (Deming, 1986).
Of course manufacturing was the first target of the concept, but it also is representative of the "low hanging fruit" to be addressed first. More difficult and less obvious
is the application of the same principles to IT management. A portfolio management approach has emerged in recent years and holds promise for wider use in the future.
The primary reason for being for the financial portfolio is to (1) provide a systems view of the entire picture; (2) provide early warning
when one or more aspects of the portfolio is not performing as expected; and (3) highlight changing risk positions of various investment vehicles. These are also the same basic
goals of information technology portfolio management (ITPM). ITPM is an approach to managing IT and IT projects as components of a larger portfolio
