There are, however, times in which market regulation tends to be the better way to go. In hindsight, for example, the early 1980s breakup of AT&T, originally thought to bring competitive factors to long distance services, did little more than bring in poor quality service (although the price has gone down). Now, irony upon irony, thanks to mergers and acquisitions, the telephony industry is pretty much back to the point of being somewhat of a competitive monopoly. Another interesting regulated market is that of energy. Unlike the telephone monopoly of 20 years ago, the energy market is regulated by each states public utilities commission. Because regulation is state-by-state, some states have initiated deregulation rulings to allow competitive forces to rule the supply and demand of energy. So far, however, it hasnt worked. Several years ago, California suffered from poor planning of energy deregulation. And in the article "Utility deregulation process good for Dominion Virginia Powers profit," published in the Daily Press on September 7, 2003, it is noted that deregulation of the industry hasnt necessarily led to an automatic market efficiency in terms of competition. Rather, the article notes that despite deregulation, the main energy provider of Virginia, Dominion Virginia Power, continues to profit, even while asking the PUC for a rate hike (Anonymous, 2003).
