as well as others, have shifted from administratively viewed tasks to aspects that should be managed. Part of this shift was due to the largely inefficient way in which the
organizations and departments were being run. Managerialism, then, was seen as a new way of governing and legitimizing the need for redesigning state run departments and bureaus such as those
involved in Juvenile Justice and Foster Care Programs. Managerialism seems to have been central to these changes. As an overview, it would seem that in both the
youth justice arena and the foster care system, Managerialism helped to do several things. First, it allowed for a more streamlined way of following specific standards with reliable and specific
ways to measure performance of all the various facets. Specific goals are defined for the personnel as well as the children who find themselves involved in these programs. Managerialism is
a newer idea, it has to be said, where the youth programs departments are concerned. In the past, such organizations as Juvenile Justice programs and foster care were completely under
the mandate of the government. There was no room for privatization or the tenets of capitalism to interfere. However, as it has turned out, now there are specific incentives
for various programs and those who are involved in these programs. Most of the incentives fall for the department themselves, shifting the title of Senior executives to that of senior
managers. In other words, though the titles have changed, the people at the top of the organization are still very much in control. However, the idea of HOW to lead
has shifted from the domineering and dictatorial to the democratic. More automation, faster communications and a global outlook have increased the need for leaders who are flexible, but decisive, collaborative,
