"strategies, goals and needs" (Luftman 69). With mature alignment, IT and business function as a team, evolving strategies together. The purpose of this chapter is to offer guidelines for
assessing a businesss IT alignment. First of all, however, Luftman discusses the importance of IT and business alignment. To achieve strategic maturity requires strong backing from "senior management, good working
relationships, strong leadership, appropriate prioritization, rust, and effective communication" (Luftman 70). From research, a model for alignment maturity has emerged that consists of five conceptual levels, which are: 1.
Initial/Ad Hoc Process. Business and IT not aligned or harmonized. 2. Committed Process. The organization has committed to becoming aligned. 3. Established Focused Process. Strategic Alignment Maturity established and focused
on business objectives. 4. Improved/Managed Process. Reinforcing the concept of IT as a value Center. 5. Optimized Process. Integrated and co-adaptive business and IT strategic planning (Luftman 70-71). For
each of these five levels of alignment, Luftman then offers a set of six criteria based on practices that have been validated through research addressing Fortune 500 companies (Luftman 71).
The next several sections of this chapter describe and discuss these six criteria, which deal with communications; competency/value measurements; governance; partnership; scope and architecture; and skills. The author
then goes back and discusses each level of the five level conceptual framework and how the six criteria apply to each one. For example, in regards to level one (Initial/Ad
Hock Process) and the first criteria, which is communication, Luftman speculates that most businesses at this level demonstrate a low understanding of IT by business, as well as a low
