of the true owner. Companion animals, which include dogs, are generally considered to be the personal property of their owners. So it would be easy to assume that if
a persons dog was lost and even in the absence of identifying tags or a micro-chip that once the dog is found, that owner can assert their legal right to
ownership. Although this is the short answer, it may not be the right answer. Often times courts consider other factors which may include but not be limited to
the length of time that the person who found the dog has cared for it, what efforts were made by the original owner to find the dog, and the possible
relative value that each person may have invested in the dog such as the cost of veterinarian expenses or other types of care. There are cruelty laws and impound laws
in most states, but it does not appear that any state directly addresses the issue of lost pets as a part of its statutory code. Even though states may
identify companion animals as the personal property of their owners by state statute, these same states exclude domestic animals as being a part of their lost property statutes. OWNERS AND
FINDERS RIGHTS Companion animals are a part and parcel of the American life style. Nearly every home and/or family has or has had at some time in the past
a family pet - a beloved dog or cat. Yet, despite the value that we place on companion animals and the level of regulation which states and other municipalities
