in office saw a great many policies enacted that seemed like they were more suited to Oceana than to the United States. Under the sacred mantle of "national security," Bush
and his administration systematically began to dismantle the Constitution and the Bill of Rights, trying, for example, to get Americans to spy on each other under the "TIPS" program. When
Americans finally got up on their hind legs and said no, were not going to turn in our family and friends, the government backed off, but the sour taste lingered.
The Bush administrations national security vocabulary "would have made Orwell proud. Guantanamo prisoners were rebranded enemy combatants, while eavesdropping without warrants on the conversations of American citizens became a
Terrorist Surveillance Program" (Brown 35). In the first instance, renaming the prisoners at Guantanamo allowed Bush to take away their rights and leave them open to all kinds of abuses,
including torture. Many Americans feel that torture is justified if it will save innocent lives, but legal experts, who are trained to take emotion out of the equation, warn against
endorsing this kind of lawlessness. In order to keep ordinary Americans from objecting to its treatment of prisoners, the Bush administration was relying on several things. One, of course, is
that anger at the attack would lead most people to conclude that the terrorists deserved everything they got and indeed there is that sentiment. But they were also counting on
