of capital punishment become clearer, the public should be in a better position to judge the death penalty as they would other programs. If a program is highly cost intensive,
given to years of litigious expense, focused on only a few individuals, and produces no measurable results, then it should be replaced by better alternatives (Dieter ppg). Between 1930 and
1967, U.S. prisons carried out 3,859 executions -- an annual average of more than 100. After capital punishment resumed in 1977, the number of executions rose slowly as many inmates
filed multiple appeals to avoid the death chamber. Various state and federal laws, most notably the federal Anti-Terrorism and Effective Death Penalty Act of 1996, have sought to accelerate the
appeals process in capital punishment cases. Several Supreme Court decisions also have limited federal judges power to review state court convictions (McGlone ppg). The process we will be examining in
