third world, the city way of life is coming to be the standard against which people measure life chances. And yet, to paraphrase the Woody Guthrie song about migration
to California during the dust bowl, many migrants to the city discover that "you wont find it so hot, if you aint got the do-re-mi." While city dwellers can
enjoy the beautiful parks, libraries, museums, and free cultural events, they often cannot enjoy fully the cultural offerings on a low income or if they are jobless. Fabled "urban
village" closeness of the late nineteenth and early twentieth centuries, as in the Harlem Renaissance period of the 1920s, has in many locales given way to city streets that are
dangerous, where children and bystanders can easily be shot. Where drug use is open and rampant. Where educational opportunities show vast disparities depending on your section of the
city. For young children, ages 3 to 12, much depends on the affluence of their neighborhood and their parents. Many immigrants in the past grew up in
poverty and made it into the middle class. In todays economy, this is more difficult to do. Urban children, if they are from lower income families, must balance the
positives of innovative programs in the schools and communities against the negatives of life on the city streets. A great deal of energy is spent in getting the bare
