Zakaria (17) emphasizes while we typically feel that "no problem could ever be caused by democracy", in fact many are. Even when elections are free and fair it does not mean that wrongs will not occur. Indeed, democratically elected regimes exist around the world, regimes that often: "have been re-elected or reaffirmed through referenda, are routinely ignoring constitutional limits o their power and depriving citizens of basic rights" (Zakaria 17). Zakaria (17) contends that while liberal democracies are characterized by free elections, rule of law, separation of powers, and the provision of basic liberties; this has nothing to do with democracy. Instead, this basic collection of freedoms is a reflection of constitutional liberalism (Zakaria 17). Zakaria (17) argues that constitutionalism has worked differently in the West than it has in other regions of the world. Constitutionalism is not synonymous with democracy yet both can be associated with positive things like the protection of human and rule of law. Constitutionalism, however, exists independently of democratic rule. The way a people incorporate constitutionalism into their political and social fabric varies according to a variety of factors.
