had lower levels of education than whites. Consequently, blacks have also typically filled the lower echelon jobs in society once they left school (King, 1997). This scenario was
not only dictated by the fact that they had less opportunity for education but also the discrimination and prejudice which were such an integral component of American society. With
limited opportunity for upward mobility, average income remained low if not non-existent (King, 1997). Consequently blacks were forced into turning to social welfare, a system which today plays an
even greater role in the continual subjugation of blacks than it ever has in the past. There are indeed many factors which
have contributed to blacks receiving a lower level of education and being restricted to the lower echelons of society once they completed their education. Marger in "Race and Ethnic
Relations : American And Global Perspectives" notes that many of the problems which confront us today extend back to the original colonization of this country by the Europeans who invaded
the homelands of the Native Americans. Similar occurrences have occurred all over the world between what Marger (2000) chooses to call the "dominant culture" and the indigenous inhabitants of
the countries which they invaded or the "subdominant cultures" who eventually settled there. The situation has become progressively more complex in modern society with the continued immigration into established
societies of those of different racial and ethnic backgrounds. Blacks are a major cultural component of this world but they continue to suffer
