House Bill, no 203, sponsored by Representatives Faucheux and Walsworth. Dear Sir or Madam: I would like to draw to your attention the extreme importance of House Bill No.
203, which pertains to a severe problem in our state. As you are probably aware, 18.8 percent of Louisiana residents are current without health insurance (Find new options, 2005). While
these figures are often tragic when relating to adults, they represent a serious miscarriage of justice when they relate to children. Figures from the 2003 Louisiana Health Insurance Survey reveal
that more than 77,000 children who are qualified are not enrolled in the Louisiana Childrens Health Insurance Program (LaCHIP) (Find new options, 2005). Serious improvements have been made. The Department
of Health and Hospitals has met and is close to doubling the goal of enrolling LaCHIP-eligible children (Find new options, 2005). Nevertheless, current estimates state that there roughly 52 percent
of the eligible children are not enrolled and remain without health insurance coverage (Find new options, 2005). This has serious consequences for the states most vulnerable citizens. LaCHIP coordinator
Lin Stewart points out that as the cost of health care continues to rise, "fewer individuals and families in Louisiana can afford to pay for coverage" (Find new options, 2005).
Additionally, Mr. Stewart has also made the pertinent observation that fewer and fewer small businesses are able to afford to provide coverage for their employees and those firms that continue
to offer coverage are finding it increasingly harder to do so (Find new options, 2005). It is to societys benefit and to our states when citizens have healthcare coverage. Governor
