Dear Mayor Davis, Enclosed is a report on approaches to organizing a crime victim services unit. Police Commissioner Bennett requested
that I send a copy of the report to you. This is an informational report only and is not exhaustive, but it is useful in identifying the types of
services that our own unit should offer. It also describes the approaches taken in three other areas: Suffolk County, New York; Denver; and Washington D.C.
The report recommends that a local victim service unit be structured as a coalition between the public and private sector. This structure will enable the
unit to have full access to information about victims but also preserves the organizations ability to solicit and accept charitable donations. Retaining some measure of attachment to the private
sector will enable the victim service unit to assure victims that their situations will not become a part of the public record, thereby preserving confidentiality.
There is always uncertainty in any new venture, and I found in the course of the research for this report that other cities essentially have used a trial-and-error
method in developing their victim service units. That need not be the case for our city, however. The National Organization for Victim Assistance (NOVA) provides a wealth of
