users of a drug perceived as no more harmful than alcohol. However, recent studies have shown that the legalization of drugs may do much more harm than good. One such
study is cited by Dr. Herbert Kleber of the National Center for Addiction and Substance Abuse, who argues that there is much we do not know about the action of
drugs on the brain. He states that "I think we will learn in the next five years or so that there are changes in the brain that occurs with marijuana
that may make it more likely that you would be interested in drugs like cocaine or heroin" (Kleber, quoted in Marash, PG). There simply is not enough scientific evidence to
tell for sure. His argument is backed up by Phoenix House president Mitchell Rosenthal. Rosenthal, who works with addicts, believes that drug use "alters pathologically the nature and character of
abusers" (Rosenthal, quoted in Califano, PG). These physical changes may be permanent. If so, this is a good reason not to legalize even drugs popularly considered to be harmless.
A second argument often given in favor of legalization is that it will make people, who now seek drugs because they are forbidden, less enticed by them. The theory is
that drugs are a teen fad, and if they became mainstream they would lose their charm. Joseph Califano considers this simply ridiculous: "This defies not only experience, but human nature.
. . . Today, just 11% of Americans report seeing drugs available in the area where they live; after legalization, there could be a place to purchase drugs in every
