Nearly five decades after the creation of the International Institute of Space Law (IISL) in 1960, the legal issues of the commercial use of outer space not only are
not clearer now, they also are more complex as technology and accessibility to outer space have increased over the past several decades. The term "commercialization of space" (or outer
space) implies that there is a profit aspect to satellite operation; space tourism; satellite navigation; space transportation; and even commercial claims on celestial bodies such as the Earths moon (Statement
by the Board of Directors). Though Virgin Galactics Richard Branson is gaining much attention in his efforts to promote space tourism (Krause 54), at this point in space use
evolution it is the satellite industry that represents the largest segment of the commercial use of outer space. Satellite Industry The Satellite Industry
Association (SIA) recently released its report on industry changes during 2007. "Worldwide revenues in 2007 were $123 billion, representing" (Commercial Satellite Industry Revenues Jump 16 Percent In 2007) a
16 percent increase over 2006. For the period of 2002 through 2007, average annual revenue growth for satellite-linked businesses has been 11.5 percent (Commercial Satellite Industry Revenues).
The industry is not limited only to the owners of satellite hardware. There are four sectors of the industry that generally are recognized as
primary: "transponder leasing, subscription satellite services, ground equipment manufacturing, and satellite manufacturing" (Commercialization of space). Transponder leasing is the business of satellite owners selling or leasing access to
their satellites to data relay and telecommunications firms. Subscription satellite services include services that most refer to as satellite television or satellite radio.
