The No Child Left Behind Act is President George W. Bushs proposal for bipartisan educational reform, reform that emphasizes instruction using the existing public school system but with that
system revamped to emphasize accountability, choice, and flexibility. Another provision of the No Child Left Behind Act is its provision for educational inclusion. This Act has a diversity
of legal implications. These include the inclusion of all students in team sports and the inclusion of learning disabled students in the mainstream educational environment, two implications that definitely
go against the grain of some long-established educational practices. Given the problematic nature of one-hundred percent inclusion, however, some difficulties are to be expected in complying with the legal
requirement of the No Child Left Behind Act as it applies to inclusion. Inclusion is a critical concept in education but it is
not one that has been accepted with open arms by all educators. This is understandable given that the educational arena presents a number of challenges in regard to the
inclusive theory. Rather than dividing out small groups of children according to their behavior and delivering products and benefits accordingly, the inclusive approach looks at the group as a
whole and distributes products and benefits equally. De Beaugrande (1999) explains that the inclusive approach regards life from the perspective of large networks and:
"continually reconsider their results and expand their classifications; it also appeals to solidarity and generosity by advocating co-operative practices of
