Polish Government Jerzy Urban hoped to undermine the credibility of the Reagan Administration. His plan backfires. Many Poles commonly refereed to the President as "Uncle Reagan". They
directed their anger at the Jaruzelski regime. The founder of Solidarity was Lech Walesa. He told reporters that Urbans statement contradicted the Polish regimes previous accounts of the
martial-law decision. Jaruzelski claimed that military rule was a last-minute response to Solidarity provocation. Walsea charged that Urban lent credence to the "Solidarity conviction that (martial law) was
premeditated" (Smolowe, 1986). Smolowe says, "Poles like to quip that news dispensed by the state falls into three categories: certain (obituaries), probable (the weather), and
nonsensical (everything else)" (Smolowe, 1986). In May of 1986, this announcement held a ring of truth. Zbigniew Bujak, after eluding police for more than four years, had been
arrested. Bujak was a fugitive underground leader of the banned Solidarity trade-union movement (1986). In 1990, Solidarity leader Lech Walesa accused then
Prime Minister Tadeusz Marzowiecki of exhibiting too much haste in economic reform and too little urgency in ridding the government of onetime Communists (Staff, 1990). Jaruzelski was president prior
to Lech Walesa (1990). Walesas union movement declared that people were weary of tough austerity measures. Mazowieckis retreat was a victory for
Walesa. By meeting many of Walesas demands, Mazowiecki hoped to demonstrate that the trade unionists presidential bid was rooted in personal ambition (Staff, 1990).
