group with ties to Iran. This is a ruthless group that makes it very difficult for Lebanon to actually develop and adopt foreign policy. It also affects Lebanons foreign relations
with countries who are strongly opposed to this Iranian-supported militia. As this paper will illustrate, Lebanon has a great deal of difficulty adopting foreign policies. This is a divided state
despite everything, such as elections and assistance from others, including the United States. One policy that is very clear, though, is Lebanons refusal to recognize Israel as a state. This
is in concert with other Arab states. International Strategy Equation of Lebanon Lebanons international strategy equation is changing. Analysts report that Christians are becoming more influential and thus, an
important part of the international equation (International Crisis Group, 2008). The International Crisis Group (2008) stated that the new Lebanese Equation is the central role of Christians. The Doha agreement
of May 2008 was one instrument that played an important role in this changing political scene. The objective of any foreign policy is to promote the welfare of the
nation. The term welfare may be focused on the economy, achieving peace in a nation or region, or any other goal that nation might have. The Middle East has been
