expand its facilities. The library is funded primarily through local taxes. In order to assess the feasibility of the project, the library administrator hired an outside group to assess costs,
come up with a plan, hold town meetings or focus groups and make final recommendations. The focus groups which were eventually formed, were comprised of volunteers. Residents in the community
were sent newsletters from the library, as well as additional flyers, requesting their service. The agency which started the project was of course the public library. However, a student
writing on this subject will want to point out that because the library hired an outside vendor, the private sector was certainly involved. The mission of the group, or project,
is to assess the probability of getting a bond issue passed at the next election for future library expansion. The actual plan is to expand two buildings, one of which
is an annex approximately three miles from the main library. It was eventually proposed by the outside company that both facilities be expanded to cater to a growing aging population
as well as to allow more adaptability to cultural changes affecting children and teenagers. Thus, new programs and facilities would be needed to include culturally relevant classes and materials
